The ULA will achieve this through three objectives:Collaboration: Strengthened collaboration, both internally and with external stakeholders, enables USAID to better leverage expertise, learning and resources; and deepens local ownership.Learning: Systematic learning, through applied research, monitoring and evaluation, informs and improves the relevance, quality and cost- effectiveness of programs and operationsPerforming: Adaptive management of program implementation and meta-level interventions to improve the quality of USAID program outcomes.The USAID/Uganda's Accountability and Risk Management Support Services (ARMSS) initiative supports USAID's efforts to strengthen accountability and risk management of its development assistance activities in Uganda. It is implemented by Q2 Impact under ULA. The initiative, which was launched in 2020, helps USAID/Uganda-supported local organizations improve their capacity to be more accountable and ensure sound risk management as they implement USAID activities. ULA has been implementing ARMSS for over two years, working with USAID local partners in capacity building, risk management and third-party monitoring. ULA is conducting an ARMSS learning review, whose findings will strengthen the ARMSS mechanism's strategic direction and provide advice to USAID on how to support local partners improve their capacity and continue growing their contributions to achieving USAID’s development objectives.This review is intended to assess how ARMSS' capacity-building interventions have contributed to programmatic adaptations and added value to USAID's local partners. It will also investigate critical lessons to inform designs of similar future strategic interventions. The main target audience of the findings is USAID/Uganda, USAID local partners, ULA/ARMSS and ULA's subcontractors.The learning review objectives are to:Identify how ARMSS interventions have contributed to influencing changes within the local partner organizations.Establish how the ARMSS mechanism can improve on the support of local partners to achieve their objectives.Capture lessons learnt from ARMSS implementation.Period of Performance:May to July 2023Position Overview:The Organizational Development Specialist will lead the ARMSS Learning Review, providing oversight and direction to the team to ensure the development and delivery of high-quality, timely deliverables.Level of Effort Expectations:This position is expected to have an LOE of 45 days.Responsibilities:Provide overall leadership for the team.Contribute to the development of data collection tools and help facilitate orientation of the data collection teams.Schedule appointments with partners, subcontractors, and USAID.Conduct KIIs and FGDs and support data analysis.Support report writing and dissemination with key stakeholders.Review stakeholder inputs and incorporate feedback into final deliverables.Work collaboratively with team members and ULA.Lead the finalizing of the analysis design.Consolidate individual input from team members and coordinate the process of assembling the final findings and recommendations into a high-quality document/report.Coordinate activities, including arranging periodic meetings.Spearhead the preparation and presentation of the key findings and recommendations to the Local Partners, USAID/Uganda, and other major stakeholders.Ensure the clarity, completeness, and practicality of the overall approach, including a demonstrated understanding of USAID’s capacity building rationale, application, and detailed contents, as well as relevant solutions to issues pertinent to the quality control and review findings for this analysis.Ensure the responsiveness of the approach and the deliverables outline to the purpose as described in the scope of work.Demonstrate the realism of the approach to completing the work in the timeline required.Respond to comments from the mission.Engage meaningfully with the Local Partner senior leadership in Kampala concurrently with personnel in their regional locations, if any.Apply an understanding of capacity building approaches, tools, and methodologies in context of the transition to local partners initiative in Uganda.Write all technical documents, including Power Point presentations, reports, comment logs, and all related dissemination materials, in plain accessible English that adheres to USAID Style guidelines ().Deliverables:In-briefingInception reportPresentation of preliminary findingsDraft evaluation reportFinal evaluation ReportRequirements:Postgraduate degree (Master’s) in an appropriate field, with an area of expertise in research; organizational development; capacity building; monitoring and evaluation; knowledge management; change management; NGO operations, rules and regulations in Uganda; or another related field.At least 5-10 years of professional experience in conducting organizational capacity assessments and training and coaching entities in organizational development and qualitative and quantitative data collection/analysis.Possess business development knowledge with an NGO focus; strategic planning skills; resource mobilization knowledge; an understanding of partnership management and human resources; procurement, acquisition, and assistance experience; and training and facilitation skills.Past experience conducting similar activities and projects is required. Relevant experience in the sub-Saharan region, especially in Eastern/Southern African and within Uganda for USAID Local Partners, in the past 3 years is preferred.Experience in copy editing, supervision, and managing field work.Strong communication and report writing skills.Ability to travel within Uganda.
