Description

Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities: - democratic, economic and financial governance; - security and stability of countries in crisis/post-crisis situations; - sustainable development; - strengthening health systems, social protection and employment. In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how. With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards France’s solidarity policy, influence and economic diplomacy. Under the authority of the CoM SSA Project coordinator, the Project manager will be in charge of the coordination, monitoring and reporting of the activities implemented by Expertise France in Uganda, in the framework of this CoMSSA initiative. He/she will ensure that activities and grant execution are in line with EF approach and procedures. The Project manager will be in charge of the follow-up of the project in Kampala (KCCA) and Kasese Municipality. In close contact with the cities focal points, he/she will follow up the implementation of the activities in each of the covered cities as per the scheme below.   Key Responsibilities Leadership and negotiation - Motivate the local project stakeholders and encourage their commitment to programme objectives. - Organize and lead the relationship with the two local governments, by maintaining a regular communication with the local focal points. - Assess and approve the expenses implemented by the beneficiaries. - Discuss quotations and contracts with service providers. Coordination and reporting - Participate in the effort to reach the targets and objectives set forth in the log frame and delivery of annual reports and work plans. - Oversee the implementation of the programme activities in an effective and efficient manner, in close collaboration with the technical team, the project manager and other colleagues as required. - Monitor the implementation of the project including all operational, technical, administrative and financial documentation. This includes inter alia, the manual of procedures, the operational plans, intermediary reports, budgets, tenders and procurement dossiers for supplies and services, contracts, payment orders, etc. ; - Draft the purchase order for the short term mission from the technical support team. - In collaboration with the project team, review and manage the procurements initiated by the project teams based in the cities. - Monitor and assess project progress in the Ugandan cities as per the system developed by the project team. - Participate to the elaboration of the project reports, and facilitate the consolidation by the coordinator. - Ensure an efficient coordination with the other CoM SSA partners. Representation - Liaise and represent the project at the meetings (technical or steering committees) with the covered cities and at the steering committees. - Support EF headquarters’ team in maintaining a smooth contractual relationship with EU commission (DG DEVCO), and with the other member state agencies implementing the project. Especially with AFD. - Ensure visibility for actions of the project in line with the Communication and visibility plan and with the communication and visibility manual for European Union external actions. The Covenant of Mayors in Sub-Saharan Africa (CoM SSA) initiative funded by the European Union (EU) was launched in 2015. The first two phases focused on setting up the CoM SSA network, including a Secretariat and a Helpdesk based in Accra, creating local ownership and forming a core group of 13 cities and early movers. The current phase, Phase III, builds on the two previous phases and aims to scale-up the initiative's impact by expanding and sustaining the network and reaching a greater number of beneficiaries, bridging the gap to finance investments and fostering coordination with other initiatives. CoMSSA Phase III is jointly implemented by Expertise France (EF), the French agency for international technical cooperation, Agence Française de Développement (AFD), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and Agencia Española de Cooperación Internacional para el Desarrollo (AECID), in cooperation with CoM SSA Phases I and II partners, Secretariat and Helpdesk. It is co-funded by the EU, German Ministry for Economic Development and Cooperation (BMZ) and AECID. Under the CoM SSA initiative, local authorities are invited to make a voluntarily political commitment to implement climate and energy actions in their communities and agree on a long-term vision to address three issues, namely (i) access to sustainable energy, (ii) climate mitigation and (iii) climate adaptation. In order to translate the political commitment into practical measures, CoMSSA signatories commit to elaborate and implement a Sustainable Energy Access and Climate Action Plan (SEACAP). Phase III will support local administrations through three pillars: - SEACAP development, Integration and Monitoring; - Technical Assistance and support for sustainable energy investments in urban areas; - Promoting regional cooperation and enhance learning from good practice. Within pillar 1, the implementing agencies will support around 15 new cities in 10 countries in the development of their SEACAP according to the CoM SSA guidelines (http://comssa.org/guideline/#tools). Pilar 2 and 3 are closely linked to the activities implemented within the Pillar 1. However, the action will integrate a larger number of the Covenant of Mayors signatory cities. Expertise France’s action is focusing on pillar 1 and 3 and support 7 cities in the elaboration of their SEACAP and in the reinforcement of their energy and climate planning capacities. The cities of Kasese and Kampala have already developed their Climate and Energy action plans which are currently being implemented. They have co- developed with Expertise France, a roadmap to support the implementation and/or the update of their SEACAP. Qualifications and competences Education - University degree preferably at master level in Political Sciences, Urban Planning, Environment, Sustainable Development, Energy. - Fluency in English, both written and spoken. - Computer literacy: text processing tools, spread sheet tools, financial and planning tools. General skills - Excellent analytical, writing, organizational and presentation skills. - Proven skills in management, problem-solving and decision-making. - Ability to work in a team and remotely. - Autonomy, responsiveness and proactiveness.   Professional experience - At least 4 years of experience as project manager/coordinator in sustainable development and/or renewable energy projects. - Good knowledge and understanding of the climate change impacts on urban areas, especially in Sub-Saharan Africa. - Proven experience in coordinating, managing or leading projects. - At least 2 year working experience of collaboration with national and/or local governments in Sub-Saharan Africa.
